Yang Hyun Suk criticizes Korea Media Rating Board's new MV pre-screening policy

CEO Yang Hyun Suk of YG Entertainment, one of the top 3 entertainment agencies in Korea, strongly criticized the new pre-screening and evaluation system implemented by the Korea Media Rating Board for all music videos and footage uploaded online.

During a phone conversation with StarNews on August 7th, Yang Hyun Suk remarked, “In the early 90′s, we were often censored for coloring our hair back when I was promoting with Seotaiji & Boys. This new policy implemented by the Korea Media Rating Board reminds me of those days. I experienced ‘mental collapse’ after hearing about the news.”

“Implementing a policy where music videos must first be screened before being uploaded online is like splashing cold water over a situation where K-Pop is properly being spread to all the corners of the world,” he continued. “Instead of trying to be of any help in further spreading K-Pop to the world, I don’t understand why they have come up with a policy that only daunts the artists and the producers.”

“Every minute and every second is important when it comes to the production of the MV as well as promotions,” he continued. We were planning on promoting G-Dragon‘s new album starting in mid-August, but it looks like we may have to rearrange our plans due to the new implementation. Psy‘s fresh and humorous “Gangnam Style” MV is going viral all over the world, but if this new policy gets implemented, we are going to have to think twice before we produce this kind of project again.”

“When it comes to public broadcasts, a lot of people tune in so I can somewhat understand the broadcasting company’s already-implemented screening system when it comes to music videos,” he explained. “But when it comes to the internet, [users] select to watch the footage they want, so implementing a pre-evalutation policy for not only music videos but teasers as well is a comical situation that does not exist anywhere in the world.”

He continued, “This is just placing yet another filter in the way of K-Pop spreading across the world, and an urgent debate needs to take place in regards to the new policy.”

Starting on August 18th, all music videos and teaser videos that are produced by any entertainment company (with the exception of the making-of clips and photos) must be first deliberately screened by the Korean Media Rating Board before being uploaded onto YouTube or any other portal sites on the internet.

The Korean Media Rating Board will take anywhere from 7 to 10 days to reach a conclusion after a request for evaluation has been made, however, by law they cannot take more than 14 days. Conducting the evaluation and screening process is the Korea Media Rating Board’s 7-member Video Classification sub-committee. The Korea Media Rating Board explained that this sub-committee is comprised of members who represent all levels of society.

Request for footage evaluation can be made starting on August 13th, and if a video is found to be uploaded onto the internet without first being screened, those responsible can be subject to fines up to $17,000 or even 2 years of probation.

The Korea Media Rating Board explained that this policy was implemented in an attempt to protect the youth, but most people in the K-Pop industry are not on board with the idea.

Korea's values must not be sacrificed for the sake of pleasing others we have to respect that or else there will be no more distinction between kpop and other music. and since there have been a lot questions re recent MV's dark concepts that artists have been misunderstood take the case of BIGBANG questions re their affiliations have been raised because of the visuals in their recent video.it would be best that they be screened prior to airing to avoid misconceptions.

    That's the stupidest policy I've ever heard of! I agree with YG here. I mean, who does that? Really? Have they seen what Americans have produced for their MVs and lyrics?

    I really want K-pop to be more known around the world but if stuff like this keeps happening, it's not going to happen as soon as I want it to.

    Umm, why don't he release his album in America or Japan. Some place where he can bypass this law in Korea. If The Korean Media Rating Board wants to wield a sword of power in that way. Then why not release it elsewhere. I know there's a ton of politics involved in the music industry. Yet, there's always an alternative solution, another path to take. Just a thought.

      because if he does that he and yge could get hit with a huge fine and he could get a 2 year probation meaning he wouldn't be able to do anything solo or with bigbang for two years. we really don't want that to happen. let's hope they by pass this!

          It's for any entertainment company uploading their MVs ONLINE...so it doesn't matter where they are. I wonder though if the KMRB can do anything if they release it through YGEX.....

          but yea, I think what the KMRB is doing is somewhat stupid. Don't make the 'protecting the youth' excuse cuz that's what parents & internet controls are for &/or they'll eventually figure out how to watch something they shouldn't anyway if they really wanted to. This new policy jst prevents YGE & other companies to creatively put out MVs that'll help to spread the Hallyu wave.

            Well, that's why I say take it out of Korea. Meaning, if he has to leave that country and set up shop some place else in order to have his creative freedom, then so be it. I'm saying, Jiyong needs to not be a citizen of that country anymore. That country is losing their youth to other countries anyway. If the government isn't careful, they will be a country without any new births which will make them a dying country. I'm just saying, it's an option.

    How ironic; on the one hand Korean authorities help hallyu go global, think one of the best ways to promote Korea, on the other hand they put obstacles in the way of its spread. If these people want to do something for the sake of protecting the young ones,they should focus on more serious issues such as sasaeng fans, bullying at schools, harsh educating system that pushes the students to the edge or high suicide rates instead of implementing censorship on MVs. South Korea is getting more and more conservative and obsessive to " protect the youth".

    wah...complete bummer! and they don't even have a proper standard on what to censor...they're completely strict with banning songs such as "Knockout" which is in no way a cuss word but with dramas and movies, they allow sex in it.... if they'll be having a censorship or pre-screening, at least they should be fair and consistent...

    I can see thier point. It can either help or not. Like we need to consider the fact that some KPOP videos are not so eye-friendly to young people that it may look dirty or whatever. However, this would be at KPOP industry's expense. Since it's subjective enough, weird videos like 2ne1's or BIGBANG's might be rejected since it's something not common in KOREAN SOCIETY. Why not make a board that instead of evaluating and punishing those who didn't pass, it needs regulation of who the viewers are. There must be a screening or strict implementation of parental guidance or not simply allowing the minors to watch the videos that may contain sensitive stuffs. It could be simple. KOREAN people just think otherwise.

        just because it's the internet doesn't mean that regulations should be taken lightly.. don't get me wrong I am against it but I see their point too. The mechanism however in implementing this is quite annoying and lacking. What's the difference of internet and tv in terms of youth's welfare? Maybe as young as we are we don't notice that but our parents deserve to know that we are watching videos that aren't harmful. They have a nice intention, however since it's on a subjective basis, it might affect YG artists' plans and videos. Let's look at the other side of the coin, not because I'm a YG stan I don't try to understand the other party. I admit it's quite annoying to have that law but what I'm saying is there could be a compromise.

      I was already thinking the exact same thing. Now I only heard about the scandal recently, so I'm behind on that. Yet this does seem as though they are gunning for Jiyong and YG Entertainment. It's time to leave that country and set up shop somewhere else where they will be appreciated. Unless they really want to spend time and money fighting with this board over every release. Parents need to take responsibility for their children not a governing body. I guess I need to learn more about South Korean policies on everything. This country seems backwards and stuck in a fairytale.

          From the way things are there, it seems they did target him. It seems as though that country has a tribe mentality there. If one tries to step out and do something amazing, the others have to get out there and drag that person back down. I doubt they would rethink anything, unless a huge force of outrage is put upon them.     To me if you want to protect the youth, then start at home and make the parents proactive in censoring their own children and not the entire internet. I say the same thing every time a see some hidden censorship scheme. Do not blame it on protecting the youth because that is what parents and internet locks are for-to censor the internet at home, not stop all people including legal adults from viewing something that may or may not fit into your little box of acceptable items. At least be grown up enough to admit you are trying to censor the people not just the youth.

    i honestly don't mind. i personally find some of kpop's videos uncomfortable and sends double meanings sometimes artists gets misunderstood and can be uncomfortable to view due to dark concepts. just so saying... strictly my opinion on the matter.

    the policy is fine... Korea is known to protect their very culture and we have to respect that. what is exactly wrong with coming up with artistic videos within permissible limits. BIGBANG has been the object of criticism and their affiliations have been questioned because of their latest MV's with dark concept and uncomfortable visuals. so i guess... this can also work positively on them so why dwell on the negatives.

    Imo it should ultimately be up to parents to protect their own children
    and have a serious face-to-face conversation with their child (if
    they've viewed something deemed inappropriate) about the messages behind a video, the difference between being an adult and being a child/teen, and the separation between a person/star irl vs the 'character' they portray in an MV/show. If parents are too embarrassed to have these
    types of honest upfront conversations with their own children then
    they're not protecting their child's interests and not being honest with
    them about the real world. Children grow up faster and it is up to parents to keep up with the times and speak to their children honestly.

    I'd rather the government encourage parents of young children to be more
    open and more involved in their children's lives
    rather than resorting to banning Kpop videos (that are mostly harmless
    compared to MVs in the West that Koreans are still able to
    view). How often has a Kpop MV shown footage veering
    on graphic porn or extreme graphic violence ala Fight Club? I've never seen anything reminiscent of
    the Korean movie Old Boy in a Big Bang or 2ne1 video and nothing is stopping a youth getting their hands on X-rated films (which are far more graphic than Kpop MVs) through the internet or by other means.

    Papa YG is right. I don't see the point of killing artistic expression in MVs. If there is extreme graphic footage then perhaps a video should be edited down/out but aside from that Kpop MVs are relatively harmless compared to anything on film in Korean and foreign films.

          No, not everything is about YG however, are you on the inside of the Korean music industry? I mean, remember the entertainment business is just as cut throat as any other industry and you have what three top entertainment/labels or something like that there right? The others may color in the lines, paint by numbers and fill-in-the blanks while YG especially with the members of Big Bang color outside the lines, paint masterpieces and completely restructure the sentence and make it their own. Other industries may not like this new found popularity that is coming to YG. They are making waves everywhere. I'm not trying to stir the pot of controversy, that dish has already been served. Of course other companies are involved yet the only one that truly seems to grasp the seriousness of this is YG, so now it becomes a hot issue (pardon the pun) that is being brought to their front door. It's not about stopping YG as much as slowing down what is coming out of the country that may not be THE thing that the government wants Korea to be known for. Ya know.

    I have said this before I believe as a comment I left for The "Creators Project" video on another site. The only way for Jiyong to truly be able to freely express himself creatively is for him to leave South Korea. So that he can bring his message, his brilliance on a deeper level to the world. He has done all he can there; it is time for him to move beyond Asia and move to a place where he can create in a free environment that will not hinder his vision. We have not seen even the base of Jiyong's creativity. Right now, he is like a caged animal for the circus only achieving less than his best self at this point that is within him. So until he can fully express his greatness, he will constantly be stuck in this game of cat and mouse with Korea. They are going to squeeze the life out of artistry until it becomes just a pale figment of the slowly becoming isolated country's imagination. We all know Jiyong has a vision for his work and it must be allowed to shine. Just an opinionated American saying, ya know...

    Think, if all the companies submitted MVs all the same week, how would the rating board have enough time to review them all then allow them to be uploaded? No one is stopping the youth generation from watching sex, drugs and alcohol on-screen or online, how are MVs the same as those?

      It just seems that religion has come into play with this. I feel that there is a Christian bent to this that has influenced the Board to make this decision. It seems that Korea is trying to go the route of uber conservative country.

          True you can still stream MVs and be conservative yet in the eyes of many conservatives, just the suggestion and the content of said material can still be too much. In the case of PSY's "Gangnam Style", that MV is completely innocent by American standards. I mean, we have Lady Gaga and others who do everything to outdo each other at every turn on television, MVs, promotions, and concerts. If those artist were from Korea, none of their work would ever be seen and they'd probably all be jailed, who am I kidding put under the jail, lol. Religious folks believe that their way is the right way and there is to be no discussion to harmonize. It's my way or the highway. I hope that something positive comes out this in the way of deciding not to review MVs. So in the meantime, we should make our voices heard internationally because if it's only handle in Korea then it could be possible that not much will change.

      This will only make his comeback more powerful. This brings attention tot the fact that he has an album coming out, so it will be a best seller on an even larger scale than it would have been before. There are ways around this issue.     this keeps happening over and over again! corporations/ government bodies trying to have "control" over freedom of expression and it usually has to do the most with hindering artists or just the general masses. this is the internet for god's sake, it is built this way for a reason. its a free platform where people from all walks of life can share and spread what they want. and creativity should never have to come with a price, because if it does its almost like shutting out own voices out.
    good on YG (i expect nothing less from this brilliant man) to have spoken up for the music industry. and i definitely agree 110% that a debate needs to be in order soon to prevent such a ridiculous rule from taking place!

    The Korea media Rating i dont know Sucks!! They are Idiots! How can they do that !! What do they think are in mv videos? If the Video wouldnt be Good for the youth , they wouldnt do such a Video or the people would notice that and later u can still remove it ... Whats the Problem ....     What i can see is all kind of these ridiculous ideas could lead to this:

    1.The Board acting like they doing their job
    2. Lots of MV n teaser were rejected by the ridiculous rule made by the board
    3.Entertainments company become desperate
    4.To solve the matters Entertainments company were asked to pay some amount of 'fine' to the board
    5.CORRUPTION...

    coz things like this might happen even in the entertainment industry coz it involve money and certain people will try to take advantage form it by creating those Ridiculous-Out-Of-This-World board..it such a filthy world out there..

    Of course, this is annoying news, but I do not see where all the "now they will only dance in a box and sing noona saranghae and do aegyo all the time" argument is coming from.

    The new law barely prohibits everyone from publishing stuff without approval. We do not know yet if they will also be harsher in their ratings than before.

    To make this easier to understand: BIGBANG's latest MV's, such as Fantastic Baby or Blue, probably never had any problems with being too provocant in the first place and were never even close to being banned, STILL they were original. With the new law, all that changes is that the video has to be checked in advance, but for the above mentioned two videos, they would have probably gotten the seal of approval anyways, with this law or without.

    This being said... Even though I DO NOT AGREE with this law, YG will probably continue to make awesome, original music videos and will not be forced to make "in the box" dance videos like SM just because of this law.

    And lastly... The date is pure coincidence. I doubt they care about GD's birthday, to be honest. Don't be so freaking paranoid all the time. I love YG too, but it is not like they make new laws ONLY TO HURT YG. ~ ~ *rolleyes*

    Personally, I have no objection regarding this matter. If this really going to happen, I hope Korea Media Rating would be fair on their evaluation. I don't think YGE would be affected much regarding this. Just avoid scenes that would be considered inappropriate. YGE could still make awesome mvs without that kind of scenes, and so far, BigBang doesn't have to sing in a box just to make the MV awesome and appropriate for youth.
